London PHV drivers: TfL consultation could affect vehicle choices from 2028

Transport for London (TfL) has opened a consultation on proposals that would require newly licensed private hire vehicles (PHVs) in London to be fully electric. The consultation was announced on 22 October 2026 and is open until 23:59 on Wednesday 2 December 2026.

The proposals are not yet final rules. Drivers, fleet owners and operators should read the consultation before making vehicle-purchase or replacement decisions.

What is being proposed?

  • From 3 July 2028, PHVs new to licensing in London would need to be fully electric, except wheelchair-accessible PHVs.
  • Wheelchair-accessible PHVs new to licensing would need to be fully electric from 1 July 2030.
  • From 1 March 2027, TfL proposes to stop approving new alternative-fuel conversion systems, such as LPG or CNG, and new exhaust-abatement systems.
  • TfL also proposes reducing the period in which an expired taxi or PHV licence can be renewed from 24 months to 12 months before the vehicle is treated as new to licensing.
  • The proposals include not allowing PHVs to remain licensed after they reach 10 years old.

These are consultation proposals, not a statement that all the changes have already become law. The detailed scope and final dates may change following consultation.

Why should drivers pay attention?

For drivers who buy or finance a vehicle, the timing of a change in licensing eligibility could affect how long a vehicle can earn income in London. Before committing to a new petrol, diesel, hybrid or electric vehicle, drivers should consider the vehicle’s eligibility under current TfL rules, the proposed timetable, total cost of ownership, charging access, insurance, finance and expected annual mileage.

Operators and fleet owners may also need to plan vehicle replacement schedules and discuss options with drivers and suppliers. Wheelchair-accessible vehicle operators should pay particular attention to the separate proposed 2030 date.

What can the trade do now?

  1. Read TfL’s consultation and check whether the proposals apply to your vehicle or business.
  2. Submit feedback before the consultation closes on 2 December 2026.
  3. Avoid treating the proposed dates as final requirements until TfL publishes its decision.
  4. If you are considering vehicle finance or a fleet purchase, compare whole-life costs and check the latest licensing rules before signing a contract.

The big question

Should London require all newly licensed private hire vehicles to be fully electric by 2028, or should drivers have more time and flexibility to make the transition? Tell us how charging costs, vehicle prices and access to charging affect your decision.
